Such was the demand that supplies of air conditioning units and ventilators ran out in June and now the island is practically full to bursting with tourists the demand for ice cubes has increased so much that a system of rationing has been introduced.

This doesn't mean that customers are only allowed one ice cube per Bacardi and Coke, but the 5 companies who manufacture ice cubes commercially are unable to produce enough and so are limiting supplies to shops, bars, and restaurants.
